2026 marks the opening year of China's 15th Five-Year Plan. At the Two Sessions press conference, Minister of Commerce Wang Wentao issued a clear signal: "Make full use of visa-free and related policies to expand travel service exports, tap the export potential of culture, traditional Chinese medicine, and cuisine, and promote the import of high-quality life services such as medicine and health."

This is the first time the Chinese government has, at the highest level, placed medical and health services alongside service trade as a strategic priority.

At the same time, 144-hour transit visa-free access now covers every major hub city, and green channels for medical-tourism visas are advancing. China is using institutional openness to invite the world to experience a new possibility: in the East, comparable or superior medical care — at a lower price.

This is the age of "reverse consumption" — when the middle class of developed countries discovers that comparable or superior medical care can be obtained in China at a lower price, they begin to redefine "consumption upgrade": not costlier, but more valuable.

Certain surgical procedures in China cost roughly one third of the U.S. equivalent, with technical outcome rates above 95%. This is not a low-cost substitute — it is a rediscovery of value.
